Phase II — Program Design

Custom training matrix development, curriculum architecture, and resource/timeline planning aligned to institutional constraints.

Deliverable: Structured program framework and delivery plan.

Phase III — Field Implementation

Instructor-led delivery, scenario execution, observation and feedback designed to validate adaptation under controlled realism.

Deliverable: Execution summary and initial AAR.

Phase IV — Sustainment & Integration

Documentation, institutionalization guidance, follow-on advisory, and reinforcement planning for long-term adoption.

Deliverable: Integration guidance package for sustainment.
